ocean-going passenger ships merely calling
at Hong Kong in the course of their voyages
should be allowed to fit grilles; and also
that the Admiralty doubt whether any useful
purpose would be served by pressing the
United Kingdom companies concerned to fit
grilles.

I agree with the Beard's view tpressed by the B.MT.
that it would be undesirable to make the
the
fitting of grilles and/provision of armed
guards compulsory.
